Packard, Wilbur: 1975
Wilbur Packard, age 23, of Altoona, was shot in the chest with a high-powered rifle on May 18, 1975. Police were called to the scene by an unidentified woman who heard the shooting. They found the victim on the sidewalk. Lester Asper, age 21, was arrested, charged with homicide, and placed in Blair County Jail.
